Persons with Disabilities

For persons with disabilities across central and southeastern Ohio, our programs are built on one simple commitment: the freedom to live independently, participate fully in community life, and be treated with the dignity that is yours by birthright.
CSS provides two core services for persons with disabilities: non-emergency Transportation and Representative Payee and Fiduciary Management. Both are designed to remove barriers that stand between people and the lives they want to live.
Transportation
Getting to a medical appointment, a pharmacy, or a community program should not be the obstacle that determines whether someone stays healthy and engaged. For persons with disabilities in Licking County who lack access to reliable transportation, CSS provides safe, free, non-emergency medical transportation so that distance and mobility do not become walls.
Who Qualifies
Transportation services are available to seniors, veterans, and persons with disabilities residing in Licking County who need rides to non-emergency medical appointments anywhere in Ohio. Services are provided at no cost and operate on a first-come, first-served basis.

Payee & Fiduciary Management
Managing Social Security benefits, disability payments, and monthly expenses can be genuinely overwhelming, especially for those living on a fixed income or navigating complex benefit systems. CSS serves as a trusted Representative Payee and fiduciary partner for persons with disabilities and seniors across 34 Ohio counties and 11 West Virginia counties, ensuring that finances are handled responsibly, ethically, and always in the best interest of the person we serve.
This is not just bill-paying. It is the financial stability that makes everything else possible.
What We Handle
- Budgeting and Income Management: We account for all sources of income and build a personalized monthly budget that reflects each client’s real situation.
- Bill Payment: We ensure rent, utilities, and essential expenses are paid on time, every time.
- Protection from Financial Exploitation: We actively guard against scams and misuse of funds, protecting clients who may be at risk.
- Savings and Emergency Funds: We help clients build a cushion so that unexpected expenses do not become crises.
- Essential Needs Oversight: Food, housing, medical care, clothing, and personal needs are always the priority.
- Responsive Support: Clients can reach our team by phone when questions or concerns arise.
Service Area and Cost
Payee and Fiduciary Management services are available to individuals across 34 Ohio counties and 11 West Virginia counties. The program fee is $57 per month.
CSS handles Social Security benefits, SSI, pensions, paychecks, and settlements. The Social Security Administration must designate CSS as the representative payee before services begin. Once designated, our team will reach out to create a personalized budget plan.
